Emergency Call Box at houston downtown need built in camera

The emergency call box at Houston down town station doesn't have video function, the passagers could not see the control center person and the control center could not see the passagers also. But beside the phone, there is a CCTV camera. Why not integrate both camera and emergency call box together so that the massager could more safty? Its easy to built in a HD camera inside the call box.  In fact the new technology are ready now.
